Actually it can't be a 701... just noticed the HS/fin braces, bit hard to do that on an all-moving rudder.  

Also can't be a Sav because of the reduction in root chord, that's more 701.

 

So the next question is... WTF is the plane??

The Russian copy of the CH-701 is called a Griffon-100M, by Griffon Aero of Russia. But I'm not sure the aircraft in the above clip is a Griffon-100M.

 

It looks like the CH-701 has quite a number of copies, in a number of countries.

No, the vid you posted of the Griffon clearly shows all-flying rudder and no braces.  

But yes I believe the design has been copied quite a bit, not sure if the Zenith site still mentions it but it used to have a warning about knock-off designs based on the 701.

There's a SA outfit with a lot of SAV and 701 experience, have posted some interesting comparative stuff.

And I believe their 701 guy ended up putting Sav stab/elevator on his 701.
