If on the 14th of July the sale hasn't been completed, the council can either tear up the contract and keep the $125k or, take Domain Corperation (goulburn airport) to court to force a completion, but if there is no money they cannot complete and no court will enforce this, on the other hand George Tzovaras has given a personal guarantee that the contract will finalise, but again how - his financial problems are well known........
