Sitting at the Echuca airport during the Fly-in, it struck me that perhaps the best way to make it rain at your town is to get Ian to plan a Fly-in. As you guessed, the fly-in was plagued with weather problems, but looking at the bright side of the coin, it would appear Ian managed to get 13mm to fall at the airport, and there are local reports of storms dumping around 25mm of rain on the parched farmlands.
