Subject: Flight Crew Licensing Regulation Suite - CASR Part 61, 64, 141 and 142

CASA advises the Flight Crew Licensing Regulation Suite was signed by the Governor General on 14 February 2013 (effective date 4 December 2013).

 

This regulation suite includes the following CASR Parts:

 

CASR Part 61 - Flight Crew Licensing

 

CASR Part 64 - Authorisations for non-licensed personnel

 

CASR Part 141 - Recreational, private and commercial pilot flight training, other than certain integrated training courses

 

CASR Part 142 - Integrated and multi-crew pilot flight training, contracted recurrent training and contracted checking

 

 

The regulations will be available on the ComLaw website in the coming days (following completion of the registration process on the Federal Register of Legislative Instruments) webicon_green.gifhttp://www.comlaw.gov.au/WhatsNew

What's the impact for recreational pilots ?

The finals are not up on the web yet but the draft of Part 61 can be seen here http://www.casa.gov.au/scripts/nc.dll?WCMS:PWA::pc=PARTS061

The draft provide for a Recreational Pilot Licence (RPL) - the substance of Part 61 may differ from the draft, as amended after extensive consultation.

 

It would be worthwhile waiting for the paperwork to go up on http://www.comlaw.gov.au/WhatsNew as the draft says things like "(b) in accordance with {provisions to be drafted in

 

Parts 103/149}," accordingly there will be some devil in the detail.

The Regulations are up on the ComLaw web site. Over 700 pages at last count. Cannot see any transition clauses yet but will keep on looking. It will be interesting to see how they implement the changes. There are a few Commonwealth Agencies 'crashing' through legislation in the lead up to the election but this one surprises me, unless it was already in train. From what I see there are a couple more twists in the RPL compared to the draft but otherwise reasonably consistent.
