They just fly low at the minimum "Spot" heights and see if anything has grown or been built higher than what was there last time it was done. They did Sydney earlier this year. They are flying around checking the heights of obstacles, aerials buildings towers etc and checking for chart and design accuracy. You will also read a notice in your local newspaper explaining the reason for the low flying aircraft and that the general public should not be concerned.
