Consultation: Part 149 MOS for self-administering aviation organisations

CASA has opened consultation on the first Part 149 Manual of Standards (MOS) for approved self-administering aviation organisations (ASAOs).

 

This Part 149 MOS will support the Part 149 regulation signed by the Governor-General on 12 July 2018, which was designed for the sport and recreational aviation sector.

 

The Part 149 regulation enables self-administering activities to be carried out or approved by organisations for their members, affiliates and authorisation holders.

 

The MOS outlines the standards, instructions and safety expectations that must be met for approval as an ASAO for any aviation activity.

 

This draft MOS should capture all activities currently undertaken in the sport and recreational aviation sector, apart from those associated with ex-military aircraft (warbirds) and model aircraft, which will be incorporated later.

 

CASA is seeking feedback on whether the MOS achieves the aim of enabling self-administration in aviation and adequately captures all activities that a sport or recreational aviation organisation currently undertakes or approves, or may want to undertake or approve.

 

CASA will provide further guidance and assistance to help ASAOs transition to the new rules once the MOS is finalised.
