Sometimes, if I'm using the iPad for a nav I'll save the relevant ERSA and ARFORS pages in the iPad ,but I have hot spotted the phone at times. On a long trip recently I used a prepaid card for the duration , it worked well till we lost cellular signal out west , but the GPS signal wasn't an issue in the iPad ,

If your iPad has 3g in it there is a gps built in you will NOT need a data card the internal gps will work the only time you will need to use your iPhone is to hotspot to it if your iPad has no 3g data card or no 3G at all…in this last case you should buy a bluetooth GPS that will connect to the iPad directly and feed it the gps info no matter where you are

I have the dual bluetooth one works great…rod at sky shop has them. I originally got mine from the USA cost me $110 but the dollar was much better then…that price seems pretty ok to me now from Rod
