RPL recognition of Cross Country Endorsement

I see no way a A GA instructor could do BASIC training without having a CPL +instructor rating.

There have been permission(s) given for some PPL's to endorse PPL (or higher??) LICENCE holders on particular types of aircraft where experience on some types is not commonplace. This is type training not basic training and more use to SAAA than the RAAus situation. It's probably a pragmatic answer to a specific need that might arise in an exotic complex home/owner build.
