The goo is made to remain as liquid, squeezing through puncture hole and clogging it, where it reacts and blocks hole.

 

It shouldnt set at all in side tyre.

 

Not sure on this use in tubes, if the case is a good fit wont be much air to make it set and if theres a thorn gone through the case, its probably still there.

 

A temp fix at best, you will need to fit new tube some time

 

Someone was using ring cut from old tube as extra layer inside case

 

Truely awful experience when goo is added to tubeless tyres and they need to be removed for proper repair.
