  2. Ladies and Gents. I have found this current conversation one of the best I have read on this forum. I believe the board needs a complete makeover. Currently we have 13 members that are not working on a common cause. I have asked about a business plan but have received no answer yet. There used to be one but I think it's been parked and not followed of recent times. I have offered to take in on but with so much I find you get no feedback if others have no interest in the topic you wish to discuss. This is a problem with not having regular face to face meetings. Currently the Exec are also acting as GM/CEO, even before the CEO left I think they were part of the day to day decissions which was a huge mistake but that may have been caused because we didn't have good manager. I also agree that the exec are servants of the board however that is not every board members view. My understanding is the office bearers take on extra work because they want to assist the board to a higher level. They can also make 'urgent' decisions which are time contrained however this is not how it's running at the moment. Another issue I see is that people make their way to the board without any real governance experience. I don't see this as a problem if the member 'wants to learn' but what I am finding in some conversations they just think they know best. At times I suspect the constitution and code of conduct have not been read or if so not understood. All I can honestly say to the members of this forum is unless the current dynamic of the board is changed then we will see no change to the board and in my honest opinion it is currently disfuctional. If some of the comments via email and forums to which I am privy to between board members that I will not publish here were exchanged at my workplace you would be sacked within a week. I have had a conversation with Ian about the request to have emails and I understand the views and concerns that some members have that I am giving up and complying with the RAA board pressure. I wish to clarify this is not the case and I have no intention of ceasing communications through this board. I look forward to continued discussions and reading different members points of view.   4. Hi all. Jim Tatlock here and I am your current representative on the board until someone works out a way to remove me. I have been critisized for using this site to talk to members. I find this interesting because I do not know of any other way I can talk to numerous RAA members at once other than here. We do not have a forum on the RAA web site. I think they may have tried it but didn't like it. So to find a better way that will not infuriate the current bosses on the RAA board I figured I will just ask all members interested in being kept up to date to send me their email to spriteah on this site and I will create an email group that I can send non-confidential info to as it comes to hand. Now my base audience is Victoria but if you are from another state and want to listen to the ramblings of the South East edge then by all means send me your address and I promise I will not tell your local rep. And I might add that I was informed that the information would not be forwarded to me and I responded that I have little option than to seek further advice and then depending on what I receive I will have to act. Basically if you don't know as directors we can be held liable if we do not perform our duties. I am told I have some directors insurance but to this day have not seen a policy. Amazingly as an ex cop I know that but apparently the board Exec which I might add I believe at this time is one person does not believe me. Date: Fri, 4 Jan 2013 15:08:34 +1100 Attention: Recreational Aviation Australia Executive I formally request a copy of all documents in the possession of Recreational Aviation Australia in relation to the case involving "XXXXXXXXXXXXX" as documented on our private board. I understand as a board member/director of the RAA I have a duty to have a understanding of this case and be independent of other members of the board. This is a requirement as outlined in our code of conduct. I note that other members of the board have also requested more information on this issue and it has not been provided by the executive. I believe this action by certain members breaches laws and cannot be allowed to continue. If the information is not forthcoming in the next 7 days I will have no option but to raise the issue to other authorities and express my concerns of secrecy and restricted access to the running of our association. This is not at all what I want to see happen but without being treated as a board member leaves me little options. I have attached a section of our Code of Conduct for your information as well as a copy of the board transcripts. I would note that Steve Runciman who has objected to me having this information has agreed to provide other sensitive information earlier today which is confusing to say the least.   7. Before I do that I will post this: A reply from the president after I asked for information. The indescretions was informing the Vic members that we were debating if a motion could come from the floor at the Feb 9 meeting. Guys, Let it also be noted that, given Mr Tatlocks recent indescretion on posting board business information on a public website, I, as President, would not feel comfortable furnishing Mr Tatlock with confidential information concerning a legal matter involving RA-Aus. I will say that after thinking about it Steve Runciman said I can visit Canberra and view them. However from what I understand it would take weeks for me to have a forensic look and I cannot take that time. However if I have a copy I can spend an hour a night. Jim

  9. Andy, Thanks for the reply. I'm sure you realise why I asked the question. To be informed that it's too much paper to provide was not acceptable to me. I now would like members of the association to agree. As stated as an Ex Police Im used to dealing with reams of paper. As you said the cost to all board members might be thousands however if we use the knowledge for good might save us hundreds of thousands. Again. I'd like to say 100 members support me in this issue.   11. ladies and Gents, As a new board member I have recently been asking to be provided with paperwork of issues. I cannot enter into the details of some of the issues as they do fall into the confidential side of things and others don't. Now what I am asking here is what do the membership on this site want? Are you happy that all the board get a copy of full documentation of all important issues we are dealing with? The reason I am asking is that I have been denied at this stage to receive some documentation becuase of the size. However, the bigger the documentation normally the bigger the issue and the great need for independant evaluation from board members. Oh, addon, obviously the cost of providing board members this information is your money. Jim

  14. Ladies and Gents particullarly Victorian members. I wish to advise you at this time that the RAA board is in discussion about the upcoming meeting in February. An issues raised is that several board members are suggesting that they do not believe a motion can be raised from the floor on the day of the meeting. It is based on their interpretation of our constitution. I wish to inform the Vic members that I have indicated my disapproval at the interpretation and I have also suggested that they seek advice from a Lawyer who specialises in constitutional law. If you have any questions concerning this issue I suggest you consult with your elected reps. I will update this forum when and if more information comes to light.   15. Maj I can honestly say at this time I do not know the answer to that question however I don't think we can have 13 people trying to make a decision. I would guess maybe three board and the recruitment agency would be appropriate. Jim.
  16. Maj, What do I think we need and I presume you mean the CEO/GM not the president as that has no impact on the recruitment agency. Do they need to be in our sport? Not necessarily but a good knowledge of aviation would obviously make their entry to the RAA easier. If we had an applicant that had no knowledge of Recreational flying then that would not be suitable. Qualities that we do need is staff management and the ability to oversee and monitor. Able to communicate with authorities/regulators and deal with a board in a positive manner. Able to monitor and assist with planning budgets. Lots of other qualities but I feel I've answered what you were asking. I have requested to be part of the employment of new applicants but that is yet to be seen. Jim Tatlock.

  19. Ok members, the outsourcing was suggested by me. The previous appointments have been a huge failure so why do something that we are not skilled at. Give it to professionals. I contacted 4 agencies myself, three did not respond, one other did and said they would come back with a proposal and they didn't. Face to Face was the only group that even appeared professional. So if any one here has any more negative comments to put forward do me a favour and call your rep before typing. Again we (board) are trying to fix the damage and move forward to a better RAA.   21. I love everyone is getting involve. Terry and Andy as board vacancies arrive I'm sure you will be in the running and we need people like you to get involved and help change. Tell me when you put in and I will help on your campaign. As said before yes we do want and occasionally need help. Often that is just a call to you local member. On another note I want to create advertisements for RAA. Both radio and tv. Can anyone here help me, in the industry?

Your views are refreshing. It's funny, people want to be informed, we give them what we can, but it's not enough. I truly believe if you want to assist with the future of the raa put your hand up.   24. Dodo and I'm sure many others I can say that there are no substantial liabilities that the board are aware of but some non normal practices have been detected. We are conducting an audit to determine what and how these practices have occurred then we will report fully to the members. Obviously we don't want to speculate until we have facts.
